instead of opened tab quantity, limit loading tabs
ex: max allowed of 4 downloading tabs out of 10 opened (i.e.: 6 are queued):
as soon as one of those completes downloading, start the next of those 6 are queued.
This prevents failing to completely download long pages on slower connections.
