Support for .NETFramework 3.5 was temporarily dropped in commit c050d5b, because the dotnet CLI tooling contains a bug causing builds for this target to fail.

See dotnet/msbuild#1333 (comment) for more information.

Once resolved, re-enable the .NETFramework 3.5 build target.
