AC:

  • in the vuetify app, the upload snackbar (the component that displays active, completed, and canceled uploads), should always be enabled, and not be dependent on a config value
  • we can just remove the feature flag entirely, including from the production app, since it is already enabled in production

The vuetify app's snackbar is actually not behind a config flag
