return project limits from public console api projects endpoint

Populate storageLimit and bandwidthLimit fields in generated public console api projects endpoint response. We are currently leaving these fields null, but they would be useful for users to get.

Since we are not changing the data structure returned, only populating fields that were previously left null, this should be backwards compatible.
