Inconsistent testing emails

There are instances where variables in test emails are not replaced correctly and are left in the email, even when the 'real' emails are sent correctly (ex. after checkout).

I have also had trouble getting the "Click here to edit the order used for test emails." button to work when sending a test checkout email, which may be a similar issue.
