"fill in from another locale" only visible after a new entry was created

Required System information

• Strapi version: 4.12.5
• Database: Postgres

Describe the bug

The "fill in from another locale" button used to be visible when creating a new localization variant.
Now it is only visible after that new variant has been saved, which seems like an unnecessary and confusing extra step.

Steps to reproduce the behavior

1. Setup a Strapi instance with localization
2. Open a multilingual collection entry and create a new variant with a different language. The "fill in from another locale" button is not visible.
3. Click on safe. The "fill in from another locale" button is now visible.

Expected behavior

The "fill in from another locale" button should be visible on creation of a new entry, just like it used to be before.
