Link to tabs via # anchors

Problem: Cannot direct user to correct option on tabbed pages, forcing user to do extra decision-making and forcing developer to implement additional guidance functionality

Solution

MVP: What's the smallest possible solution that would get 80% of the problem out of the way?

Allow linking to tabs similarly to linking to headers, e.g. /page1#tab1.

Additional context

Important for consistency with other linking mechanisms. Also important because its absence will delay adoption of tabs.
