Add photo quests

Use case

• Ask user to take a picture of an OSM object.
• Could be limited to some tags, or associated with existing quest (Guideposts, fire hydrants, artworks, BBQ…)

Proposed Solution

• The quest should be only on objects without "picture" tags: image, wikimedia_commons, mapillary… 'see Photo linking)
• Should be limited to "some" objects
• Pictures should be uploaded to permanent storage (see #1781)
• OSM object must be tagged appropriately according to the storage chosen by the user.

Note

Should a platform like this exist, or someone is willing to build it (and advertise it amongst wikipedians), a new follow-up ticket can certainly be created.

Also, note that Wikimedia Commons app already exists! It is already trying to find relevant objects and AFAIK they have issue for using OSM for detecting interesting objects without own photo.

We also have tools for adding wikipedia (or wikidata) tags where missing.
