docs(refactor): moves drain cleaner content #9647

Documentation

Doc refactor: Moves the content on drain cleaner out of the managing section.
Plus some edits to the drain cleaner intro and the section describing rolling pods using the Strimzi Drain Cleaner

Checklist

  • Make sure all tests pass

  • Check RBAC rights for Kubernetes / OpenShift roles
