Add support for default_tags in the SDM Provider

The AWS Terraform Provider allows you to define default tags applied automatically to every resource. It would be helpful to have similar functionality in SDM.

We're investigating this; specifically we're researching if this is a common ask or if this is a best practice among other terraform providers, or how this use case is addressed by other providers lacking this feature.
