refactor: migrate to jest, improve ci workflow #224

  • tape replaced with jest for alignment with main stylelint project
  • use jest snapshots to make tests significantly less verbose
  • use jest coverage reporting for lib tests
  • allow testing extension on ci using ubuntu, achieving ci runs for all platforms, not just windows and macos
  • cache npm cache and vscode binaries on ci for faster test runs
  • tests reorganized, lib tests moved side-by-side with workspace tests
  • fix formatter issue that didn't cause failures in old test script
  • verified that failures are reported clearly and that all failing assertions are reported
  • bump minimum VS Code version to 1.56.0, Node.js to 14.16.0 (version bundled with 1.56)
