Create placeholder section labels. Include some basic ones we can predict, like user/other party/address #45

Bumping this as I think we have heard in a few places how important it is to have navigation.

A possible outline that would work for most forms, that the author should be able to easily customize:

1. Introduction
2. Can I [action title]. E.g., "Can I get a fee waiver?". This would be screening questions.
2. Your name and address
3. Opposing Party name and address (should be contingent)
4. Your [form title]. This would be a starting point but author could add more sections.
5. Signature
6. Download

I think if we add these sections automatically, the default should be to not use the sections as edit links. We would need another place to add the "edit" button and we would want to remove the hover behavior that implies the section links are clickable.
