Might need to be split out into multiple tickets.

Notable changes:

tools panels, etc. are moving to the left
map is moving to the right of the metadata, at least on large screens
icons being added to some fields (see Use more specific icons for layers where possible #1045)
code samples link (Add autogenerated code samples for using layers #1049)
show tools moved to header (Reconsider organization of show page actions (tools, download, export, etc.) #673)
