Request to add otp provider for India

Want to add support for textlocal.in, which is an Indian SMS provider (cost< 1/10 of twillio in India).

Is your feature request related to a problem? Please describe.

The implementation is loosely based on messagebird implementation. Apart from signing up on the website, specific sms templates needs to be approved, only then sms can be sent, so a list can be shared in the docs for the same.

Note: template approval is a mandate of the indian government and all companies have to follow it for sending SMS in India.

Need help to get #305 merged. I can add more details, would also like to know where the sms otp templates are stored, so I can get the same approved for my account and we would need to the add the same in the docs as well.

Describe alternatives you've considered

There are many alternate cheap sms provider, but textlocal has a good track record and our founders have used the service in the past.
