Closing in favour of tracking internally. This is a use case that will be taken into account when implementing the webhooks RFC though it's also quite likely that we'll have another method of blocking abusive signups

Upd: on further thought, this is likely best handled outside of webhooks. Leaving as closed nonetheless and will open a task to track internally
