Fixes #2200

Proposed Changes

  1. Remove .github/stale.yml because it's not used (anymore?).
  2. Update the actions/stale configuration to point maintainers to the right label to use to disable processing of a particular issue or PR.
  • Delete the marknotstale and notstale labels to avoid confusion.
