This closes #364
This PR introduces a workflow to mark issues stale after 30 days of no activity, and gives 14 days once marked stale before being closed (so about 45 days of no activity == close). We can tweak the numbers as needed, but the hope is at a minimum this will close out stale issues/requests and bump topics for more activity to be conducted if the item is worth pursuing still.
