Mostly fixups for the JSON release
Remote build output is now wrapped (local build output goes back to stdout till we can test with stagable remote build config).

apps pause/resume with workaround for incorrect status issue
apps pause now counts down instances
blocker on deploying to dead/paused deployments added.
