This commit makes the following changes to the dev vs latest dashboard. * compares idle and dynamic seperately * clearly defines acceptable range within 20% of the latest * shows both dynamic and idle actual values close to ratio panels * allows latest to be overlayed on dev to panel (disabled by default) Signed-off-by: Sunil Thaha <sthaha@redhat.com> (cherry picked from commit d3b71650fcccc49112b852f21f960590ce87d5d7)
