The goal of this issue to add support for Relative JSON Pointer specification: https://datatracker.ietf.org/doc/html/draft-bhutton-relative-json-pointer-00

During initial phases of ApiDOM, we've decided that we won't support Relative JSON Pointer specification. This decision has been reconsidered as it's pretty handy mechanism when targeting the JSON Schemas with $id keyword set to absolute or relative URI.
