Include dist/oauth2-redirect.html in swagger-ui module

Description

This PR adds dist/oauth2-redirect.html to the swagger-ui npm module.

Motivation and Context

Fixes #3917: @ponelat made a good case there for this being included.

How Has This Been Tested?

I ran npm pack to confirm that the file was being included by npm - screenshot below.
