build(webpack): enable lodash options

Description

Enable webpack options for LodashModuleReplacementPlugin, and specifically enable memoizing.

Motivation and Context

There has been efforts to change memoizing libraries. lodash.memoize has been added/removed multiple times, and currently swagger-ui uses both lodash.memoize and memoizee. So webpack should not remove native lodash.memoize with its own alternative.
