Uses github.com/swaggo/swag/v2 instead of v1 so this can serve swag/v2 definitions

please bump the GO version to [ '1.19.x', '1.20.x', '1.21.x', '1.22.x' ] in ci.yaml

Now tests are passing.

Please update the README too
To build from source you need [Go](https://golang.org/dl/) (1.19 or newer).
