Shouldn't it be swaybar(5), to keep in line with the current naming?

It's not documenting the binary. It's a subpage of sway(5).

In anticipation for swaywm#375, reorganized and augmented slightly sway(5)
so it makes a difference between commands intended for configuration,
commands intented for control, and those that can serve as both.
