Issue Description:

we have p.initialize(to: pointee, count: n), p.initialize(from: p2, count: n) and p.initialize(from: values), all of which initialize p's pointee. The first is a real problem.

The cleanest interface might be to remove the first two and specialize the third one's implementation to be efficient for CollectionOfOne and anything that presents contiguous memory.
