LICENCE files are generally used as an extensionless plaintext files, but I do agree that adding Markdown variant would increase readability.

Every other apple project uses a standard platintext license. This change needs to made it all projects or none and should be discussed on the mailing list.

I understand what you're going for, but I'd prefer to keep this as a plain text file, since it contains legal content.
