Switch to responsive layout (e.g Bootstrap) with most things above the fold. #2

I suggest that we aim to have as much as possible above the fold. It's a bad experience to have to scroll to get what you want.

Hence, I suggest site should be 3-4 columns (or cards) for desktop, down to 2 or 1 for smaller devices.

I know using Bootstrap is boring, but so what :)
