'noflet' not provided error still not resolved for the Scala layer.

Error message:

Error (use-package): scala-mode2 :config: Required feature `noflet' was not provided

It seems people have been able to work around this issue by following the suggestions on ticket #383, but the fact remains that the Scala layer still does not work out-of-the-box and as intended if one just includes the scala layer in the .spacemacs config.

Since it appears that whoever closed the ticket is no longer monitoring it, I'm opening a new one so that this can be fixed and to add some visibility to the fact that this is still an unresolved issue.

I do no scala development, so not sure if it's fixed or not. @josiah14 could you please check if it's still an issue for you?
