Losing access to melpa puts spacemacs in unusable state #5146

Click update packages
Close spacemacs
Wait until melpa is down (like now) or disconnect from the internet
Open spacemacs and watch it fail to connect and then fail to initialize

Can post in more detail later, but only have mobile access for now.
