Emacs 24.5.1, ubuntu 16.04

Start checking for new version...
Open the quickhelp.
Spacemacs is up to date.
Importing package-keyring.gpg...done

Set dotspacemacs-elpa-https to nil.

@robbyoconnor is this really a solution? This is completely insecure.
Can we somehow fix this while preserving HTTPS security? Or is it the elpa server fault?

This issue is apparently due to using an out of date URL for melpa. See https://melpa.org/#/getting-started for directions on explicitly setting the URL correctly -- or if you have a recent emacs version and are setting the url in your .emacs file, just remove it and restart emacs.

In my case, I had explicitly set the URL a long time ago and the old url was no longer valid.

Hopefully this will be helpful for someone - this page is currently the top Google result for this error message.
