Commit messages style bot

ATM some people use (#123) Message, others use 123: Message, and other use Message.
We need to force them to use a single style.

It would be nice to have a statistics on the number of offenses in commit messages.

We need to be able to configure repository dynamically, via API. Since we might add projects dynamically, and we don't want to redeploy bot, to add a new project.
