Automatically create a PR for features on build fail

Let's create a new PR for features repo each time when the build fails with broken features.

Possible solution
It can be created even from the different user, then original PR author. But we should commit something, to make PR able to be created.
Also, I'd like to have a link to this new PR in my current PR description. Even if it does not have Features PR section, we can insert it there.
In addition, let's post the link to features PR as a comment to the app PR.
