dependency is in place but add boilerplate to pyproject.toml to define types etc

  • add pre commit for towncrier
  • add contributing docs
  • include as sample feature fragment
  • Have everything generating to changes/
  • Have templates in place for types we want to support
  • Have a sticky header
  • Fix dates and version
  • Wired up pre-commit
  • Add core template and generate the CHANGELOG.rst
  • tox build docs
