Target android API level 33

We are currently blocked from upgrading the app in google play. In past years that happened around November, for some reason it now already happened end of August. I'll likely not be able to work on this right away, so no releases for now. If anyone wants to work on it, please say so on this ticket to avoid duplicate work (one can dream). I'll do the same whenever I'll start.

Looking into it - see #1972 (though there's not much to see). So much about "not right away" :)

There's one optional, nice change in 33 / 13, that might allow us to finally drop the location request permission for something wifi-related by "promising to not use it for permissions". However I don't have the motivation to do that - if anyone wants to, some starter info is here: https://developer.android.com/about/versions/13/behavior-changes-13#nearby-wifi-devices-permission
