should be able to set specify the AWS_DEFAULT_REGION on a per account and SSO basis.

Add support for DefaultRegion and region in console

 * `DefaultRegion` is now fully supported in the config file
 * `console` command supports `--region` flag (and DefaultRegion in
   config)
