would be cool to have this for people who want to run the website locally as well - especially for the transcripts

As a part of preheat, I added db seeding, still thinking on the testing bit here.

I got the testing piece pretty close with the new preheating.
One blocker was the script running in the GitHub action: https://github.com/themisterholliday/website/actions/runs/7160073049/job/19494041782

I'm unsure about the script, so I can't debug further.
