Currently, there is no conformance requirement on UA's in section "Query and Fragment components". There needs to be at least one MUST in there to allow for the creation of tests.

work in progress... Made it clear that path can only come from the requesting URI's path component. That way, the query and fragment components don't play a role get fetching.
