What this PR does / why we need it:
Changes the name of the provider secret reference from hcloudTokenRef to hetznerSecretRef and makes a map for key. Currently with only hcloudToken, which sets the key name in the secret for the hcloud api token. Later we could add here also robot username and robot password.
