systemctl: add "reload-or-restart --marked"

This is almost equivalent to 'busctl call-method org.freedesktop.systemd1
/org/freedesktop/systemd1 org.freedesktop.systemd1.Manager EnqueueMarkedJobs',
but waits for the jobs to finish.
