This seems to be a straight vs premtuliplied alpha issue and since there isn't an option for that in Level Export we will likely get straight alpha in the image. The viewing program/browser then has to allow for premultiplying the alpha channel in order for it to remove the white halo.
Aside: A black halo is a signature signal that the alpha channel premultiplication has been applied... twice; usually once at the creation of the image and then again via the viewer/program diplaying the image.
Bug Description
Selecting the Export Level panel from the Level Tab to export PNG adds white to the partially transparent pixels.
