The test below reprots PH_TIMEOUT error.

Test Name: fabric_data_width_32_vc_1/tnoc_fabric_random_test
Random Seed: 1908132033
Simulator: VCS P-2019.06

Currently, routing mode (X-Y or Y-X) is selectable and this may cause dead lock.
Therefore, this feature should be removed.
