Repository level settings page

We have a demand for a page where some settings can be applied to a repository level.

Recently, the #388 item submission ReCAPTCHA settings needed this.
Also, we have the #355 idea of having repository items list settings for order and enabled view modes.
Finally, possibly some of the settings that are today available via constants on thewp-config.php may be available in a visual way.

Another feature that might be useful here: an option to disable the display of collections filters in the repository items list.
