政策実現に必要な追加予算とその財源獲得方針についてのセクションを追加しました。
Issue #180 および多くのブロードリスニングでご指摘を受けた件です。
なお、マニフェストver1.0時点の政策をベースとしており、ver1.0以降に追加された政策については現時点では記述ができていない点があります。
今後更なるアップデートをかけていきます。
