Currently there is simgle web app per tango db:

/{database}/rest/rc2/devices/...

where database is webapp root.

OR the URL can look like this: /tango/rest/rc2/{database}/devices/...

Having Tango database as a part of the rest API seems to be very convenient as users may easily switch between different tango hosts (aka Jive->change Tango host). Hence introduces security problems (at present not that critical to overcome convenience). Will be added in RC3
