[Tool options] Cannot turn on tool options by checking Window->Tool options #220

Steps to reproduce:

Open PhotoDemon
Click into a selection tool
Uncheck Window->Tool options
Check Window->Tool options
Expected result: Tool options is displayed again
Actual result: Tool options is not displayed
Enviroment: PC, Windows 7 Enterprise
PhotoDemon version: 6.8 pre-alpha (build 1628)
