Well, w3m is more similar to traditional pagers like less because it can also read from stdin. (try echo test | firefox vs echo test | w3m). Plus w3m was originally derived from a pager (see doc/STORY.html). Otherwise it's semantics, a pager by definition is something that display contents of a text file, which is arguably what web browsers do too.

w3m => WWW wo Miru => literally it means "see the WWW"
Why would you call a pager "see the WWW" ? -_-
