Duplicate username checking #646

If I create a user with username Fred
then set that account to be non-active
then try to create another account with username Fred
then it blocks me - username already in use.

Possibly archived user accounts shouldn't count for such purposes?

…lly broken. Fixed it. Archived accounts are still included in dupe username checking. But I've now added username to the list of accounts to make it easier to find them.
