format ordered lists

The lists (lettered items) in the existing Constitution (2006) need breaks (2 spaces at end of line) so that they don't wrap.

• a) ...
• b) ...

The problem now is:

• Changing that will cause a merge conflict with 2016 proposal to update the TDWG constitution #1 , but that's solvable
• I will have to update this through a pull request, but that might be a test for our branch protection. :-)

So, worth doing it?

Really? markdown can't do ordered list with the ordering sequence as
lowercase letters?

Also, what did you think of the suggestion that to mimic the proposal and
discussion process, the new proposed Constitution should stay on its own
branch until it's approved by membership vote?

• No, as far as I know Markdown does only support numbered lists.
