Re-Convene Interest Group

In the NCD Interest Group meeting at TDWG 2016, it was decided that the NCD Interest Group would be reconvened with myself as the convener.

This issue will server to track the progress of drafting the new interest group charter and its submission. This issue can be closed once the new charter has been approved by the TDWG Executive.

As mentioned by @connierinaldo in #8 : We may need to clarify the scope of the interest group to make it clear that the purpose of the interest group is not to generate the collections descriptions themselves (except as necessary to enumerate examples for the standard). The current expectation, as mentioned during the meeting at tdwg 2016, is that the descriptions themselves will come from collections management software (Specify, Acrtos, Symbiota, EMu, BioCase, etc.), from data publishing processes (IPT, gbif, ALA, etc.), or from manual registration on sites like GRSciCol/GRBio .
