Support nested chains as a programmatic replacement for commas in do #1359

Using commas to separate elements of a task chain in the do task is necessary for expressing tasks from a one-dimensional source like command-line arguments, but when we read task chains from :aliases and :prep-tasks, it would be better to also accept a vector of vectors since we aren't constrained by a 1-dimensional representation.
